Reflection and gratitude: A year-end message

As we at CLINIC embrace this 2021 holiday season and reflect on the ongoing challenges we all face, we do so with gratitude for all of your support. The immigration landscape continues to be complicated as we deliver many services and trainings remotely and still cope with untenable policies, such as Title 42 and MPP at the U.S. Southern border.

We continue to provide support for over 400 affiliates doing work locally in the nonprofit legal community and helping immigrants themselves. CLINIC has accomplished many things thanks to supporters like you.

  • This year, CLINIC’s network grew to nearly 450 affiliates. Efforts of the Capacity Building program resulted in 47 nonprofits in 22 states becoming affiliates in the network. Each affiliate receives a host of dedicated services. Some affiliates join CLINIC to grow their immigration legal services programs. This year, of the total joining the network, 24 nonprofits are starting an immigration legal program.
  • Our State and Local Immigration Project responds to state and local legislation in all 50 states while simultaneously working to build stronger, safer communities for us all. A July Baltimore Sun op-ed by CLINIC’s State and Local Advocacy Attorney, Viviana Westbrook, made serious waves in Frederick County, Md., and beyond. The project also published a major report tracking more than 400 pieces of state legislation affecting immigrants in 2021.
  • CLINIC’s BIA Pro Bono Project had another successful year before the Board of Immigration Appeals. Volunteer attorneys took on over 40 new BIA appeals and federal court petitions for review. Because of this work, vulnerable asylum seekers from more than 12 countries — including Eritrea, Somalia, El Salvador, Cuba and Bangladesh — won protection in the United States.
  • International religious workers support the Catholic Church every year. They dedicate their lives to teaching the Gospel and supporting those in need. CLINIC’s Religious Immigration Services, or RIS, plays an important role helping those workers enter the United States and remain permanently if needed. In 2021, RIS completed approximately 630 cases on behalf of foreign-born religious workers.
  • With CLINIC’s affiliate network expanding to close to 450 members, there has been an equivalent increase in requests for legal assistance with ongoing immigration cases and demand for training. CLINIC’s Training and Legal Support, or TLS, section responded to an average of 30 requests per day on a wide range of substantive law questions. TLS also conducted approximately 130 webinars attended by almost 7,000 practitioners.

Whether or how Congress and the Biden administration will deliver a pathway to citizenship for the estimated 11 million undocumented immigrants that have lived and worked the United States, CLINIC is already preparing how best to serve the immigrant community and our network in 2022.

Executive Director

Summary

Reporting to the Board of Directors, the Executive Director is responsible for providing the overall leadership necessary for Neighbors Immigration Clinic (NIC) to achieve its mission. The Executive Director is primarily responsible for managing the organization’s day-to-day operations, leading the organization’s fundraising efforts, directing the advocacy and public education work, development of NIC's staff, and serving as the primary spokesperson for the organization. Additionally, the Executive Director will ensure that the organization is fiscally sound and that its internal and external communications, donor development, fundraising, and legal program are fulfilling the organization’s mission and serving the organization’s clients throughout the state.

The Executive Director must maintain a working and current knowledge of the legal needs within the immigration community. They must be a leader adept at balancing internal management with external impact and visibility. The individual must be an outstanding communicator who is able to effectively convey the mission and activities of NIC to a variety of constituencies, including potential and existing clients, as well as to the broader public.

Responsibilities

  • Leadership and Vision
    • Establish a clear vision for the continued growth and expansion of the organization. Provide direction to guide programs that align with the organization’s vision.
    • Serve as an effective and visible spokesperson, effectively articulating the organization’s history, legal program, and mission.
    • Represent the organization in the media, increase public awareness, and broaden the organization’s reputation to strategic constituents.
    • Initiate and strengthen relationships and collaboration with a wide variety of stakeholders including immigrant communities, nonprofits, churches, government agencies and officials, law firms, volunteers, community leaders, and the national Justice For Our Neighbors (JFON) network who are connected to NIC’s mission and purpose.
    • Work in partnership with the board and staff to carry out policies approved by the board.
    • Create and execute a short-term and long-term strategic plan for the organization.
    • Set a good example to staff and stakeholders by prioritizing self-care practices.
    • Promote an organizational culture of transparency, equity, diversity, and inclusion.
  • Finances
    • Work closely with the Board Treasurer, auditors, banks, and other financial institutions to ensure the sound management of NIC’s operations, including budgeting, payroll, receipts, disbursements, internal controls, audits, and internal and external financial reporting.
    • Oversee bookkeeping and other accounting tasks.
    • Prepare and revise budgets and financial reports for presentation to the Board.
    • Work with the Board Treasurer to ensure oversight of the organization’s budget is in line with the objectives set by the board.
    • Develop a fiscal year budget that is sustainable and fiscally responsible.
    • Ensure the audit and other fiscal reports are prepared and filed in a timely manner.
    • Monitor bank accounts and correspond with our accountant.
    • Prepare and monitor budget; prepare budgets for grant proposals.
    • Run payroll.
    • Maintain a relationship with the bank.
    • Monitor compliance with IOLTA regulations.
  • Fundraising
    • Establish a fundraising plan that ensures financial stability for the organization.
    • Prospect and cultivate established and new donors annually.
    • Grow a donor portfolio of the top 10% of NIC donors.
    • Solicit and acknowledge individual donors annually.
    • Plan and execute an end-of-the-year campaign.
    • Research and apply for grant funding.
    • Submit grant reports in a timely manner.
    • Steward all donors through an active social media platform.
    • Design and send quarterly donor communications through email newsletters.
    • Oversee data hygiene maintenance and utilization of the organization’s donor database.
  • Administrative
    • Recruit a diverse applicant pool for all staff and intern hires.
    • Conduct hiring and onboarding for all staff, volunteers, and interns.
    • Supervise all staff, volunteers, and interns.
    • Ensure staff onboarding paperwork is completed and submitted in a timely manner.
    • Develop and revise job descriptions of staff and perform bi-annual reviews.
    • Ensure, by effective management and leadership, that the day-to-day operations are professionally and efficiently organized and administered including timely vendor payments.
    • Work with the Personnel Committee to prepare and revise personnel policies.
    • Negotiate contracts, leases, and ensure proper maintenance of the organization’s records.
    • Oversee vendors for office supplies, copier, internet, rent, etc.
    • Manage staff benefits.
    • Manage staff timesheets, vacation, reimbursements, etc.
    • Manage insurance requirements.
    • Manage all legal requirements related to the organization: state charitable solicitations, certificates of good standings, incorporation licenses, program and financial audits, etc.
  • Programming
    • Oversee website and social media account to inform communities and stakeholders.
    • Implement NIC’s advocacy efforts for immigrant and refugee rights.
    • Implement NIC’s educational efforts for non-immigrant audiences, including Immigration 101 presentations.
    • Implement NIC’s educational efforts for immigrant audiences, including ‘know your rights training’, policy
    • updates, general information sessions. Establish and maintain relationships with satellite site partners and coordinate remote clinic logistics.
    • Keep apprised of the work of the legal team including the Legal Director, staff attorneys and contract attorneys. The Executive Director does not provide direction or supervision with reference to legal decisions made, but should maintain awareness of the casework of the clinic.
  • Board Relations
    • Work with the Board Chair to develop the agenda for monthly Board meetings.
    • Implement policies, programs, goals, and objectives as established by the board.
    • Present the board with the status of the organization’s current activities.
    • Engage the board in meaningful participation to further the organization’s goals.
    • Maintain an effective and collaborative relationship with the board.
    • Work with members of the board to identify and help recruit new board members who will add diversity to the board and whose talents, interests, and commitment will help to further NIC’s mission.

Qualifications

  • Commitment to Diversity, Equity, and Inclusion
  • Lived experience and/or deep knowledge of immigration within Kentucky
  • Willingness to fundraise or experience with fundraising
  • Strong leadership skills, preferably managing staff and overseeing human resources and finance

Compensation

The salary for this position is $60,000. Benefits include a QSERA health benefit and generous sick, vacation, parental, and holiday leave.
