The State Department has announced that implementation of its public charge regulations will go into effect on Monday, Feb. 24, the same day the new Department of Homeland Security regulations on public charge will be implemented. The Foreign Affairs Manual now includes substantial new guidance for consular officers about the assessment of public charge inadmissibility. A new DS-5540, Public Charge Questionnaire, will be used to collect information related to this assessment.
