Overview of Citizenship: Acquisition, Derivation, and Naturalization

This four-part webinar series covers the fundamentals of citizenship through acquisition and derivation and the requirements for naturalization. The series will review the naturalization requirements including continuous residence, physical presence, good moral character, the civics and English-language requirements, and the oath of allegiance requirements. The application process will also be covered, including practice pointers for preparing and submitting the new Form N-400, Application for Naturalization, and the N-648, Medical Certification for Disability Exception, as well as preparing clients for the naturalization interview. We will also discuss changes made to the naturalization process by the current administration and review the higher scrutiny currently being applied by USCIS.

Webinar One: Acquisition and Derivation of Citizenship

In webinar one, presenters will discuss the requirements for acquiring U.S. citizenship at birth abroad and deriving U.S. citizenship from a U.S. citizen parent or parents after birth. Issues covered will include the residence requirements for U.S. citizen parents, the rules for children born in and out of wedlock, and establishing legal and physical custody for derivation. The session will also cover the process for obtaining evidence of U.S. citizenship by applying for a certificate of citizenship or a U.S. passport.

 


Webinar Two: Naturalization: The Residence, Physical Presence, and English/Civics Requirements

June 11 | 2-3:30 p.m. ET | CA MCLE 1.5

In webinar two, we will cover the continuous residence and physical presence requirements for naturalization. We will also discuss maintenance of lawful permanent resident status and the issue of abandonment. Finally, presenters will review the civics and English language requirements and exemptions as well as eligibility for a waiver of the requirements based on a physical or developmental disability or mental impairment.  

 


Webinar Three: Naturalization: Establishing Good Moral Character

June 18 | 2-3:30 p.m. ET | CA MCLE 1.5

In webinar three, we will continue to examine the eligibility requirements for naturalization with a focus on good moral character. Presenters will also cover select deportation grounds and the risks involved with applying for naturalization. 

 


Webinar Four: The Naturalization Application Process

June 25 | 2-3:30 p.m. ET | CA MCLE 1.5

In webinar four, we will cover the naturalization application process, including screening applicants, completing and submitting the new Form N-400, and preparing clients for the naturalization interview. Presenters will also discuss the oath of allegiance and the waiver available for disabled applicants unable to understand or communicate an understanding of the oath.

Summary

The Chief of Staff will support the overall success of Catholic Legal Immigration Network, Inc. (CLINIC) through improved information flow and increased collaboration and coordination between sections. The Chief of Staff will support the organization to achieve optimal resource allocation and greater efficiency in follow-through and action.

The Chief of Staff is responsible for leading, supervising and managing the operations of the agency in alignment with direction from the Executive Director and Deputy Director. As a member of the Senior Leadership Team, the Chief of Staff will serve under the supervision of the Executive Director and work in close coordination with the Deputy Director and other senior leaders.

Duties and Responsibilities:

Operations and Efficiency

  • Ensure the integrity and sustainability of internal systems and infrastructure.
  • Oversee accountability systems to ensure project completion in alignment with organizational strategy and emerging needs.
  • Increase efficiency, identify areas of improvement across the organization and make actionable recommendations.
  • Supervise Directors of Finance, Operations, Human Resources and the Executive Assistant

Implementation of Strategy and Policies + Greater Coordination

  • Assist Executive Director and Deputy Director in strategy implementation and investments that support the long-term health and sustainability of the organization.
  • Support senior leaders with coordination, tracking interdependencies, resolving creative tensions and more robust systems for internal communication.
  • Collaborate with senior leaders on effective implementation of programs and policies.
  • Leading meetings and workshops with meticulous planning and coordination.
  • Collaborate with senior leaders in setting key performance indicators to measure success in impact of work.

Direct Support to Executive Director and Deputy Director

  • Support Executive Director in scheduling, time management and tracking all priorities.
  • Oversee preparation of key information to prepare the Executive Director for participation in external speaking engagements, partner meetings, and state and national advocacy efforts.
  • Track and ensure completion of priorities as assigned by the Executive Director and Deputy Director

Cross-Sectional & External Collaboration

  • Facilitate internal coordination between the Rapid Response Team and other CLINIC sections.
  • Develop relationships and serve as liaison between external partners, advocacy organizations, and legal service providers.
  • Manage internal processes for rapid response and public comments.
  • Identify gaps in available resources and propose solutions to enhance CLINIC’s services and relationships, internally and externally.
  • Represent CLINIC at conferences, hearings, stakeholder meetings, and in public engagements as needed.

Qualifications, Skills and Abilities

  • Master’s degree or higher in related field.
  • Eight (8) or more years of experience in senior management or executive role.
  • Exceptional written and verbal communication skills to ensure information and direction are clearly conveyed.

Supervising Attorney for Emerging Issues

Summary

The Supervising Attorney for Emerging Issues will oversee CLINIC’s rapid response team, including any potential litigation efforts to ensure timely and strategic responses to emerging immigration policies and executive orders. This role involves analyzing federal policy changes, coordinating rapid response efforts, including public comments, and overseeing CLINIC’s potential involvement (as plaintiff, amicus, or expert) in impact litigation without serving as lead counsel. The Supervising Attorney for Emerging Issues will also facilitate cross-sectional collaboration to create and share critical legal resources and guidance. This position requires strong leadership, legal expertise, and the ability to manage high-priority, time-sensitive legal and policy matters.

Primary Responsibilities

Supervision & Leadership

  • Provide leadership, direction, supervision, consultation, mentoring, and support to direct reports to ensure clarity in roles, responsibilities, and expectations.
  • Ensure timely development of rapid response resources.
  • Develop and manage effective relationships with strategic partners on potential opportunities for participation in impact litigation.
  • Serve as the primary point of contact for cross-sectional collaboration, including work with subject matter experts on litigation and rapid response matters.
  • Assess staff resources and developmental needs, make recommendations on strategies for meeting those needs, and facilitate access to developmental resources.

Relationship Building

  • Monitor executive orders, federal policies, and enforcement actions, analyzing their impact on immigration legal services.
  • Oversee the development of policy advisories, practice pointers, and rapid response related resources for CLINIC affiliates and other stakeholders.
  • Organize and lead rapid response meetings, ensuring a coordinated approach across CLINIC’s teams.
  • Assist the internal sections in creating, disseminating, and periodically reviewing/updating resource materials on immigration policy updates, proposed regulations, executive orders, and litigation summaries as needed.

Litigation Oversight & Strategy

  • Working closely with the Litigation Attorney, identify and assess litigation opportunities aligned with CLINIC’s mission and network needs.
  • Work with the Litigation Attorney to develop litigation strategies, liaise with co-counsel, and track cases affecting affiliates.
  • Ensure CLINIC staff and affiliates receive up-to-date guidance on pending litigation impacting immigration law and policy and the provision of immigration legal services.
  • Share litigation-related updates with the Executive team and relevant stakeholders on a regular basis.

Cross-Sectional & External Collaboration

  • Facilitate internal coordination between the Rapid Response Team and other CLINIC sections.

  • At least five years of experience in immigration law.
  • Knowledge and understanding of Catholic social teaching on immigration and the structure of the Catholic Church
  • At least two years of supervisory experience in the immigration / nonprofit sector.
  • Strong legal research, writing, and analytical skills, particularly in response to evolving immigration policies.
  • Ability to work independently and manage multiple urgent projects in a high-pressure environment.
  • Experience in developing legal resources for legal practitioners.
  • Excellent communication and collaboration skills, with the ability to work across teams and organizations.
  • Comfortable in public speaking scenarios.
  • Commitment to social justice and immigrant rights advocacy.
  • Spanish language proficiency preferred but not required.
