Comments on N-648 (Medical Certification for Disability Exceptions)

We, the undersigned organizations and members of the Disability Working Group, submit the following comments in response to the request for additional public comments by the U.S. Citizenship and Immigration Services (USCIS) on the revisions to Form N-648 (Medical Certification for Disability Exceptions) at 75 Fed. Reg. 30050 (May 28, 2010).
We thank you for considering the previous comments we submitted on April 1, 2010.
Despite the changes USCIS made to the Interpreter’s Certification on page 6 following our previous comments, we remain concerned about the wording of this item, which we believe is still confusing. Previously, we stated that many applicants with long-standing disabilities have used multiple interpreters over a period of many years, and that the Interpreter’s Certification suggested that the applicant and his/her advocate will have to track down these multiple interpreters to sign the certification.
