CLINIC is pleased that USCIS has finally agreed to create a fee waiver application form, as this is something we have been requesting for many years. This form is particularly important at this time, when USCIS is proposing to raise application fees again.

The Catholic Legal Immigration Network, Inc. (CLINIC) submits these comments in response to the request for public comments by the U.S. Citizenship and Immigration Services (USCIS) on the new Form I-912 Fee Waiver Request and its instructions at 75 Fed. Reg. 134 (July 14, 2010).
CLINIC supports a national network of community-based legal immigration services programs. The network includes 185 affiliated immigration programs, which operate out of 290 offices in 48 states. CLINIC’s network employs roughly 1,200 attorneys and accredited representatives who, in turn, serve 600,000 low-income immigrants each year. CLINIC and its member agencies serve family-based immigration applicants as well as vulnerable migrants such as victims of trafficking and crimes, refugees, asylees, VAWA petitioners, Special Immigrant Juveniles and TPS applicants for free or on a sliding-scale basis.

A fee waiver application form will help facilitate the fee waiver process for those who are unable to pay the fees. It will standardize the process and help applicants and their advocates compile a complete and well-documented fee waiver application.
